ICAO has a set of regulations agreed upon by several countries.  ICAO does not set certification standards.  They only state that when operating internationally, each country will honor the certification issued by another country. The European JAA has an excellent set of training standards, but, generally speaking, the FAA still still sets the bar for most of the world. And if you want to fly for a United States commercial operator--or as a private pilot within the U.S.-- you will have to have FAA-approved training and obtain an FAA airman&#039;s certificate.   You do not always have to get that training inside the U.S.,  however; there are FAA-approved flight schools in some other countries.
