What does this mean for qualifications of being a pilot?

Ground Instruction:
40 hours: Cessna Pilot
Center Private Pilot
Program
12 hours : Preflight &
Postflight Ground
Instruction
40 Flight Hours including:
20 hours flight instruction with:
3 hours cross-country training
3 hours instrument training
3 hours night-flight practice
3 hours test prep
10 Hours Solo Flight:
5 hours cross-country flight with one cross-country flight of at least 150 nautical miles total distance
Successful completion of FAA Private Pilot Knowledge Exam and FAA Practical Exam
I don't get how many hours are actually needed. At $38 an hour, how much would it cost to get my private pilot's license? The website where this is found is:

In total flying time:
50 hours
Ground school:
40 Hrs
Pre-flight and post flight instruction:
12 hrs
Out of total flying time:
40 hrs Dual
10 hrs solo (5 must be X-country)
For the total cost of FLYING (not ground school ect.) at 38$ per hour: 1900$
*Its going to be slightly more because that's not calculating the ground school, flight test, supplies. So around 2500. Plus these are bare minimum requirements so don't expect it to be the same.
